[jffnms-users] Upgrade Problems

I am trying to upgrade JFFNMS to a current version.  When I upgraded from V0.7.7 to V0.7.8 and V0.7.8 to V0.7.9 it went fine.

However when I went from V0.7.9 to V0.8.0 the upgrade went fine and the everything looks good on the Setup page, but when you login you get the Start Page but I have no Menuing to navigate through the system.  

Any suggestions of what the problem may be or where to start looking.
