Hello, I'm running 0.8.2 on Windows 2003 with some other services, on a slower machine with a lot more hosts, and CPU usage stays between 5-30%. Php.exe hovers around 5-10%, with spikes up to 20%. Mysqld-nt rarely shows up as being above 0%.
Are all your scheduled tasks setup up properly?
