I'm running this on a Windows 2000 box and I had the Everyone group set with
full control. I went back and specifically added the jffnms user with full
control of the entire jffnms directory but still get the error. Any other
ideas? How can I troubleshoot that poller process?

Check your premissions of the RRD files, seems like I had an issue like
this. I had to change the ownership to the jffnms user.
