I double checked and all the scheduled tasks are running the jffnms user
account, which has administrator  rights on the server. Also the rrd
folder is open to everyone.
I have reloaded the server and reinstalled and am getting the same
thing.
Any ideas?

Its really odd.

Did you check the permissions on the rrd folders? is JFFNMS running
under the
jffnms user?
