I've been using the XAMPP package version of Apache, MySQL, PHP, etc.
That was to get me going a year ago. I doubt if it has the SNMP
module built in, so since I can't figure out how to add it, I think
I'll just reinstall all the components individually rather than try to
make this work.

This is more a general PHP problem rather than a JFFNMS problem.
You need to install a package that includes the SNMP module for PHP.
Then find the php.ini file for your installation, mine is found at
/etc/php4/apache2/php.ini and make sure there is a line like:
extension=snmp.so
