SELinux has to be disabled (or very well configured) on the JFFNMS host. This problem seems to be reagarding RRDTool, but if you are sure you are running 1.0.x and that your rrd files were created with that version you should be fine.
You could also try the new 0.8.3-rc1 which handles RRDTool 1.2.x aswell The best way to be sure what the problem is, is to enable the debug ($command); on lib/api.rrdtool.inc.php and then paste the resulting output when trying to graph those interfaces in a shell.
