First, make sure you know where the problem is.  I assume here that
the poller is being a little too quick in saying the device is down.

What we did was to add a duration attribute, in other words the alarm
had to be, say, older than 10 minutes. As long as you don't mind them
being delayed you don't get as many triggers for just missing one poll.
