agentx is like SMUX, it is a way of having subagents for SNMPD and has
nothing to do with traps.

Make sure it is listening on the right ports, edit /etc/default/snmp
and change the relevant line (you will see 127.0.0.1 at the end of it,
which is the bind address, remove it).
Fix the snmp communities in snmpd.conf.
