Check this:

In  /etc/php4/apache/php.ini
extension=gd.so
extension=mysql.so
extension=snmp.so
extension=odbc.so

In  /etc/php4/cgi/php.ini
extension=mysql.so
extension=snmp.so
extension=odbc.so

In  /etc/php4/cli/php.ini
extension=mysql.so
extension=gd.so
extension=snmp.so
extension=odbc.so

I had this problem and in one of the php.ini's there was no "gd.so",
so it was not createing any graphs.
