You didn't say how you were configuring this. I know of two ways
you can configure DLCIs on a Cisco, basically with subinterfaces and
without.  The with subinterfaces the status of the interface should
track the "DLCI status".

The  biggest problem is that a lot of FR switches give you crappy LMI
so the DLCI status is a bit bogus anyhow.
