It is not rights it is file location, fixed in version 0.8.3dfsg.1-3

It is how it tries to work out where the config directory is, which is 
clever but causes problems like this.  One way is to do some chown/chmod
evilness, and I suppose if you don't care about FSSTND/FHS you can do
this.

The quick fix, and the correct one is

mv /usr/share/jffnms/conf/jffnms.conf.defaults /etc/jffnms/
