It is not rights it is file location, fixed in version 0.8.3dfsg.1-3 (see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=419551)
It is how it tries to work out where the config directory is, which is clever but causes problems like this. One way is to do some chown/chmod evilness, and I suppose if you don't care about FSSTND/FHS you can do this.
