It can be many things. First read the problems with graphs section
at http://www.jffnms.org/docs/errors.html

Check you do have the rrd files being created and that they would be
readable by the UID of whatever apache process is running as (www-data
for me)

If nothing works, what I do is uncomment the line (around line 57) that
is:
 //debug($command);
I then try to look at a graph and I run that command on the command line
and see if rrd complains.
