Ok I doubled checked and configured scheduled task again with the correct 
username (as I did earlier as well). I can also see task running periodically 
in status.
 Here's what written in of autodiscovery_interface and poller.bat files 

@d:\php\php.exe -f d:\jffnms\engine\autodiscovery_interfaces.php > nul:

@d:\php\php.exe -f d:\jffnms\engine\poller.php > nul:

My working root drive is D. Also can you through some light on SNMP. I mean how 
it works on windows. 
My gut feeling is issue has something to do with SNMP because when I tried to 
run snmpwalk.exe the output I got was

%Failed to get value of SNMP variables. Timeout.

Is this normal?

It sounds like the scheduled tasks are not working or are running as the wrong 
user. This might be why they are working when you run them yourself but not as 
scheduled.
