You have no configuration file then, I'm surprised anything works much
at all.

That would make things even worse as the two files are different format.

RC1 you couldn't get the setup page but RC2 you should be able to. After
saving the config file (you may have to adjust your persmissions
temporarily to do so) it should be ok.
