Boxes always read is almost always a consolidator problem.  Have a look
at a specific interface and check that there was an up alarm.

I think someone else had a problem with the same symptoms but it was
somrthing bizzare;  I cannot recall exactly but it was timezone or time
related I think.

The problem with time changing is that your up alarms can appear
"before" your down so JFFNMS doesn't think the two alarms are related.
