The Dlink manual seems to indicate that you can only use SNMP, one version at a time. I.E. you must turn off snmpv1 and select snmpv3, for snmpv3 to work.... So try that and use CLI to debug the basic output. Also check your encryption settings. In order to get snmpv3 working you might want to first turn off encryption.
