Aahh! The two patches have fixed my setxattr problems and I can now use
SELinux is normal user on a JFS mounted partition.

The patch attached to that bug looks right to me. I'm on vacation now,
but I'll try to get this patch and the previous one I sent into the
kernel as soon as possible.
