The historical answer is "sync;sync;sync".  I don't know if that
guarantees anything or it just happens to work in practice often enough
to make people feel safe with it.

Don't know about this, although sometimes sync can take a very long
time, especially on linux where I do believe sync actually does wait for
I/O to complete.
