If I parse this correctly, you're talking about the TivoliStorageManager
and its "filelist option to process a list of files"[0]. So it's basically
tar(1) with lots of [file] arguments and it costs money, right? :-)

The TSM readme describes "journal-based backup"[1] as a feature of the
journal engine service. Although it has to keep track of the changes made
to the filesystem, it says:

  "TSM does not use the journaling facility inherent in Windows NTFS 5
   file systems or any other journaled file system."

So, if I'm not mistaken, TSM holds an own database (the "journal
database"), maintained by the journal engine service.
