Nothing private.  I wasn't sure how big the files would be and didn't
think it was necessary to spam everyone on the list with large
attachments.

It looks like the same hang as before.  I actually was optimistic that
changing the low-water mark would fix the problem.  That would have
changed the numbers back to about what they have previously been before
an earlier change, and I didn't recall having seen this hang before.
Upon further reflection, though, our performance team had some problems
before that required them to increase the number of tlocks, so I will
have to come up with a more complete solution.
