In settings center (jaws+6), under Text Processing -> Number and Date Processing you can find Number processing.
The default is "controlled by synthesizer" but one of the options is "full numbers". However, under "Speak single digits" there is also a length setting after which jaws will switch to speaking digits rather than trying to speak a natural number, and the default value for that setting is 5.
