The way I do this in Windows 8 or Windows 10 is via the following steps:

1.  Use the search function to find the program you're interested in.  I used 
"Outlook" as my search criterion and the MS-Outlook program is the first item 
returned.  You need to make sure that what you have selected in the search 
results is the actual program you're looking to make a shortcut for before 
proceeding further.

2.  Right click on the item in the search results that corresponds to the 
program you want the shortcut for.  Select Open File Location from the context 
menu.  This will open File Explorer with the program file already selected 
within that folder.

3.  Right click again and select Send to from the context menu and then Desktop 
(create shortcut) from the submenu associated with Send to.

Now you've got the shortcut you wanted on the desktop.
