Stan, An answer and an observation.
To stop a webpage from refreshing, go into JAWS quick settings with insert-v, type "refresh" in the edit field, and arrow down to the first option. Then press spacebar until you hear something like "Refresh off." Press enter. My observation is that with the NY Times, as with other websites, the page will seem to load, then a few seconds later load again. After this second loading, assuming you have refresh set to off, the page will remain stable.
