Adrian,

         Have you tried uninstalling IE10 (I think you said you had 10 as the 
original version on your system) using the "Turn Windows features on or off" 
link on the "Programs & Features" panel of Control Panel?  If you have and 
reported it, I'm sorry; this saga has gotten long, and a number of IE11 threads 
have been swirling about.

         On several of the tech geek forums I haunt, when problems like this 
come up the usual recommendation is to "uninstall" whatever version of IE is 
shown in the Windows Features list and let it roll back to whatever version of 
IE shipped with the OS or just deactivate IE if it is that version.  This often 
times allows an installation of an updated version of IE to proceed when it had 
been stalling.
