There are several ways to access Usenet, some of which are blind accessible. 
What you need is a news catcher program and a feed. Outlook Express will handle 
newsgroups from UseNet with no difficulty if you have it installed, and there 
are other news catchers out there as well.
As for a feed, it depends on what you're looking for. If you're looking for the 
discussion lists then just about any source will have them for free. Eternal 
September is a popular option, though they have a Capcha and you'll need to get 
around that. However there are a lot of other feeds you can find for free too.
If you're looking for the alt.binaries newsgroups, where files are exchanged, 
then you're probably going to have to go to a paid feed like Giganews or 
Dejanews. These are the places where files are shared, and some are not being 
shared legally, so caveat emptor and all that.
Someone may be trying to change the name for Usenet, but I doubt it'll stick. 
This is a portion of the internet decades older than the world wide web.
Note also that in most newsgroups (the areas devoted to specific topics) 
traffic is low, but also unmoderated. (moderated newsgroups do exist, but 
they're less common and you'll get clear indications in the group name that 
it's a moderated list) So the signal to noise ration can get to be a bit heavy 
to the noise side. On the other hand, most spam generators have given up on 
Usenet, so there's nowhere near as much of that as there used to be back when 
Usenet access was included with your ISP's services.
