In the edit mode, I can't access the controls to do anything with them not
connected with the editing. I cannot check the box, fill in the edit box
(without replacing the whole control with the words and erasing any evidence
of a control) or open up my drop down menu.  

But when I use the Developer > Restrict Editing and choose to protect the
form by choosing to allow people to fill in the blanks, it won't read
anything not directly related to a control.  If there is a paragraph above
it, for example, it won't be read.  I was encouraged to use the Legacy Tools
because of their increased accessibility.

So how do I and my document form users getting around this? What do people
do to create forms accessible for JAWS and how do JAWS users access these
form controls and read the text?
