Here is one I used to use. http://strongpasswordgenerator.com/ Not good for passwords you want to remember though, it is a random string. Combining 3 to 4 words together make for a real strong password as well. Especially if you add punctuation and numbers in the mix. Example if you use the word Spaghetti It is estimated to take less than one day to crack it. If you use PayPal*Spaghetti-1977 It is estimated to take 14 centuries to crack. Using something you can recall in the password, for what the password is for will help you have a stronger password policy, so you are not using the same password everywhere. Welles*Spaghetti-1977*Fargo Would take 366237 centuries I used the link to generate a password of 042;M4w~5X9L 4F It would take about 5904 centuries to crack, and you would need to write it down unless you have a great memory. Writing the password down kind of defeats the purpose of having a password in the first place.
