Kimber, Here's an idea.
Create a standard desktop program icon for Internet Explorer. Then edit so that you are running the executable file for Internet Explorer, and then follow it with a space and the URL for the web site of interest. If it works, then maybe that can be pinned to the taskbar, since it's actually a program.
