Have you tried Alt+I to see if that brings up the insert menu, and then press enter on file attachment? Then search for your file or type the filename. That works for me in Windows Mail. Not sure about WLM.
Outlook is different, in that you can actually paste the copied file into the message body to accomplish the same task.
