What you're describing is a type of playlist. ASX is usually a playlist for Windows Media streams, PLS and M3U are for other types of players. In any case, each of these file types is nothing more than a text file that you can create in Notepad, but exactly what you put in them is different for each type of playlist.

Examples:
I have two playlists for a station online called the Jazz Groove.

Here is what is in my .pls version:
[playlist]
numberofentries=1
File1=http://199.180.72.2:8015
Title1=(#1 - 430/900) TheJazzGroove.com - Elegant Jazz. Laid-back and Commercial Free
Length1=-1
Version=2

The .m3u version might look like this:
[Reference]
ref1=http://199.180.72.2:8015

.asx looks different too, but I don't have one handy right now.

If you go to www.radio-locator.com on your computer, when you try to play many of the streams on their website (noted with a [bc] link), you will be prompted to open or save the file. Saving will yield one of those file types--either m3u or pls.
