Have you looked at the voice configuration to make sure the same
values are being used?  for 13 and 14 at least hit jaws+j, go to the
options menu then down to voices and then finally select voice
adjustment, It's been long enough since I used 11 that I'm not sure if
it's exactly the same up to that point but it will be very similar if
it is not the same.

You could also use the jaws configuration import to import the
configuration from earlier versions to later.  I've read that some
people have had problems after doing so but it has worked well for me.
The import is start by jaws+j, selecting the Utilities menu and then
"Merge utility".

It could, of course, also be that the different jaws versions simply
use different internal tuning values for the volume, in which case you
can still use the voice adjustment dialog but will need to select
different values for each version until it sounds right to you.
