Windows movie maker will do this. I use it on my windows 8 system. Open the video with movie maker, hit ALT+F, arrow down to save movie. There's a submenu. If you're not worried about compression, hit enter on (for this computer recommended). Then tab down from the name field to save file as. There's a combo box where you can choose MP4.
