I have the same experience with placemarkers. I liken it to JAWS' behavior with number-level headings, where it won't find a heading at level 1 if the focus is below a heading at that level. This is one more reason why I make a habit of starting most searches, of any kind, from the top of a page.
In fact, with headings, it gets even more complicated. There may be a heading at level 3 below focus, but JAWS won't recognize it in certain situations. As I recall, it's when there's a higher-level heading in the way.
