David,
 You can fix this by running any of the Office 2003 programs in
administrator mode   and accepting the license. For example, locate the
excel.exe program using windows explorer, right click for the options &
select run as administrator.  Once you do this one time it will permanently
update the status & you won't get that message anymore.
