In answer to your first question, no, not all software can be made accessible through scripting. It is very possible for programs to be written in such a way that they simply do not expose enough information for jaws to grab on to to be made usable.
The questions about how long and how much would it cost really don't have anything like reasonable answers, it simply depends on how big the program is and how little accessibility support it provides.
