I think I just figured out the issue. I have two accounts configured in Outlook: Hotmail and iCloud. Up to this point, I was trying to search my iCloud mail only and was getting no results. The feature seems to work okay, however, with Hotmail. That said, it appears that iCloud mail doesn't support Outlook Instant Search.
