Windows 10 is the next version after 8.1.  It is currently in public beta,
and the release is expected to come out later this year.  At this time,
however, it still has a lot of bugs that need to be squashed, especially
when it comes to screen reader support, so it is best to wait for the
release, which, like previous versions, should fix most (if not all) of
these issues.

You need to buy a tablet that:

* Has an Intel or AMD processor.

* Runs Windows 8.1 desktop edition (I'd recommend against installing Windows

10 for now due to major compatibility issues); this excludes anything that
runs Windows RT.

I'd recommend the following specs:

* Fourth generation or newer Intel Core I3/I5/I7 or AMD APU's.

* At least 2 GB of RAM (4 GB or higher might be better).

* Any screen size will do.

* At least one USB port or a built-in or detachable keyboard.

I recommend at least JAWS 15 to take advantage of touch cursor.

from one of the podcasts that this is possible.  There appear to be a wide
range of specifications for Window tablets.
