Tim, It seems to be universal. At any rate, it also applies inside Outlook messages, which I just tested. You can confirm by going into JAWS keyboard help with JAWS key+1 on the number row above the letters, then pressing the key combo in question. As Rex pointed out, in this case it's JAWS key+9, again on the number row above the letters.
