You left out a step.
0. Press Control+Alt+J and find out what comes up. If nothing starts from
this key combination then move on to the next steps. If something does open
up then you need to clear that shortcut assignment from the application
before continuing with the process, otherwise something else will start and
Jaws won't at least some of the time.
