The jaws language auto-detect works fine if the document is formatted to say what language any given section is in, although I would hesitate to call that "auto detect", instead I would call it "language auto-manage" or some other term. As far as I know this really only works in formats like MS word, html or pdf.
I would be very surprised if any program could do a good job actually auto detecting the language of an arbitrary piece of text (that is the bare text without any metadata). Even in Unicode there are simply too many ranges that are shared by multiple scripts and of course many scripts are not at all language specific.
