Hi, Dave. I downloaded and looked at the Accessible player, but it only
seems to be for use within a website. There doesn't seem to be any
instructions for using it on a Windows machine.
Besides that, it wants you to insert the paths to the videos into the html
file, suggesting that it must be on your website, not on your computer as a
windows-driven program.
