This is typically a link that takes you to the start of content, so you press 
enter on it. I don't like using such links because they confuse me when I want 
to go back. You would expect the link to take you to another place on the same 
page, but if you try to go back a page with alt-left arrow, you stay on the 
same page. It takes a second press of alt-left arrow to go back an actual page, 
which is one more nagging point I don't need  to keep in my head. Web designers 
who create such "Skip to content" links are already accessibility-savvy, so I 
find the h for heading or n for skip links works fine in those cases.
