OK, thanks Daniel and Bill. I got it.
The actual message in my Windows 7 was "Always show all icons and notifications on the taskbar." I was a little hesitant at first, as I usually think of the taskbar as open applications, and the system tray one tab beyond the taskbar. But, after a deep breath, I checked this one and still had both the taskbar area and system tray area. What does the alt-enter do and when should it be used? Thanks again.
