The fact that a message rule isn't working for you in spite what the
computer tells you, I find that if using imap, message rules don't often
work.  I have my outlook email account using pop now and message rules are
working; however, when I had imap, I noticed emails came through to my inbox
which confused me because I thought folks were writing me off list lol.  In
any rate, there is so much criteria to pick from which will cause lots of
writing for my response, so I will just tell you how mine is set up and skip
explanations for certain dialogs. I'm terrible aren't I?
alt f and go to manage rules an alerts, press spacebar and select the new
rule button.
For step one, I select move messages sent to a public group to a folder and
press tab. After tabbing once, it should say step 2, edit the  rule
exception click an underline value list box. Jaws should also echo what you
selected in step one about the public group press enter here.  After
pressing enter, in the edit box, search for the email address in this case,
you asked for tech talk, so if you have their email address in your contact
folder, you can put a few letters in that edit field, tab to go, press
spacebar and it should pop up for you to highlight.  There address is
[email protected].  After their email address is selected, tab to the to
button, press spacebar, and there should be a ok button to press spacebar
on.  Next dialog, press down arrow once to move it to the  specified folder
and press enter. You will then find yourself in your folder tree. Use your
up or down arrow keys and once you locate your folder, press tab once and
you will land on the ok button, activate that with the spacebar. From here,
I simply tab to the next button, press spacebar, until I reach the finish
rule dialog, and there is a checkbox where you can run the rule for emails
that are currently in the inbox. Tab to finish and all should be well.

Earlier, there were dialogs I didn't discuss as I am only telling you what I
did and earlier where you selected where to move the messages, and tabbed to
the ok button, you could just tab to the finish button.  I like tabbing
through the rest of the dialog, as at times something will pop in my head
and I would like to set more to the message rule but in this case it's just
about moving emails to a particular folder.
You can also achieve the same thing via the context menu.  I will use me for
an example, if you want to move my emails to you over to the
junk/trash/deleted folder, focus on my email, bring up the context menu, up
or down arrow to the rules submenue and press right arrow. It should say
always move messages from, and here it will state whatever is in the from
field. Press enter, then navigate to the folder where you want the emails to
land, in this case the trash/junk/deleted folder and then tab to ok and
you're done.
I like taking the long route because that was my first original way of doing
it so I just stick to what brought me to the dance.
