That sluggishness may be due to your hard drive(s) needing time to come up
to speed. To conserve power, the drive motors get shut down. In my Think
Pad BIOS, there are settings that control when the drives are stopped. When
my machine's on AC power, the drives are left running. Look for such
settings in your Toshiba.
