Task bar is not visible

JFW listers:

I know this scenario has been played out a number of times on this list, so
a private response will suffice.  I recently set up shop on a new system. 
I no longer have the multi-step answer on how to cure the problem when
trying to use the insert-F11 keystroke combination.

Would someone be so kind as to email the answer my way?
