You need to get to the control panel, this can be done from the desktop via
the "My Computer"
item or from the startup menu via the  "Settings" choice.

Once in the control panel arrow down until you get to "Internet" and select
that.
You will be placed in the multi-page dialog box property sheets for
your browser.  For Internet Explorer you will be
in the first item of the "General" property sheet.  Do a <shift><tab> and
stop on "General."
Then use the right arrow until you arrive at the "page" labeled "Advanced"
and
use the tab.  Your first item will be a tree view where you will
use the up/down arrows to navigate therein.
Arrow down until you come to the full screen item and make certain that is
not checked.
You can then con to tab until you arrive at the OK button and select that.
That should
fix your "Full Screen" problem.
