Insert+Q function?

Anybody got any suggestions on why the Insert+Q function says the Internet
Explorer 4.0 script files are the active scripts in Desktop and in Control
Panel?
Somewhat annoying once you realize that the scripts you place into the
Default script file haven't been working in those areas because it thinks
Internet Explorer is the active application!
