reply to line

Why is it that some people have a reply to line which reply to them in a
line above the reply to jfw line?  I notice that sometimes that when I try
to reply to the list to answer somebody, and because I think that the
answer might be of interest to the whole list, I try to reply, and instead
of the reply going to the jfw list, it will want to go to that person.
