I have one solution to reading both the time and date.
Go tohttp://www.users.iafrica.com/d/da/dalen and download a program
called tclock.exe
This program when you format it in anyway you wish, any color scheme,
any type of look, tells both the time and date on the taskbar. As for
revamping the taskbar frame for this, I haven't a clue how to do it, but
this is what I use and I haven't had to reframe around the date and time,
but when I hit insert/f12, it tells me both date and time
